When the Garo Master doesn't teleport, there is a 4-frame window to jumpslash with GFS and avoid taking damage; the first 2 of these frames don't damage the Garo Master either but can be followed up with a second jumpslash to damage it, and the second 2 frames do damage the Garo Master. If you enter the fight by rolling forwards from the door, this can be timed by jumpslashing just after the third accent in the fight music (DUN dun dun dun DUN dun dun DUN). This can also be done on JP with jumpslash pcs.
Rolling into Garo Master with ISG (second example in video) is 4f slower than running into it, but is the easier option as running into it (first example) requires getting ISG quickly and standing roughly underneath it before its attack begins.
